How to create an add-in using the "Project"?

Used - Visual Studio - 2019 Community.

I am trying to create an add-in using "Visual Studio" and "C #".
I’m trying to create an add-in using the instruction "How to Create a MindManager 7 Add-in Using Sample Project"

I downloaded the project - link

I am opening a project.
I get an error:
"Not supported
The following projects cannot be opened in this version of Visual Studio.
Perhaps the project types are not installed or this version of Visual Studio does not support them.
Learn more about enabling support for these types of projects or
about the transfer of your resources, otherwise see the information in the "Transfer Report",
which is displayed after clicking the "OK" button.
- AddInSetup, "c: \ vs \ AddInSetup \ AddInSetup.vdproj" "

Question.
1. How to fix a mistake?
2. Are there other ways to create an add-in?

Applications
1. The project (duplicate).
2. UpgradeLog.htm.
