I have a customer who is asking for Tasks to have customizeable parameters for "at risk"

My customer wants to be able to define an at risk condition not only based on the % of time that has transpired towards the completion of a task based on start and end dates (i think it's hard wired at 70%), but also to factor in priority as a weighting mechanism.

You might want to use the Mindjet desktop app for Windows with the extended version of the Marker Index add-in to achieve this kind of results.

As Mathieu suggests, the Marker Index with the extended add-in might be able to do this using an active index.

However while the marker index can be set up to automatically apply topic colouring to show (for example) quite detailed due date conditions such as incomplete tasks due today, due in two days, due in a week etc, I don't think it can do the same for priority or combine due date and priority variables. Also this isn't the same as the Mindjet definition of overdue.

One option is to use the marker index to apply topic colours based on date conditions and then use the power filter to find tasks based on combination of these colours, priority and task complete markers.
